Foley Expands Prominent State Attorneys General Practice with Addition of Three-Attorney Team
The new team bolsters the firm’s government solutions capabilities in the Health Care & Life Sciences and Innovative Technology Sectors
Foley & Lardner LLP announced today that the firm has further strengthened its nationwide State Attorneys General Practice with the addition of three seasoned AG practitioners, partners Siran Faulders and Stephen Cobb in Washington, D.C., and of counsel Meghan Stoppel in Denver, all of whom previously held leadership roles in state AG offices. Joining Foley from Cozen O’Connor, this accomplished team enhances Foley’s Government Solutions Practice Group and expands its capabilities in the Health Care & Life Sciences and Innovative Technology Sectors.
The team advises clients on a wide range of regulatory and compliance matters, including consumer protection, Medicaid fraud, data privacy, antitrust, and multistate attorneys general investigations. They bring significant experience representing clients in high-stakes matters with an emphasis on industries such as health care, technology, financial services, and retail. Their background includes navigating complex regulatory frameworks, conducting investigations, and managing litigation in both state and federal courts.

Siran Faulders – Partner, Washington, D.C.
Faulders brings over 20 years of experience advising clients on state and federal regulatory matters, focusing on consumer protection laws, including consumer financial services, pharmaceuticals, data security, and marketing. She has a strong track record of successfully navigating complex investigations and negotiations with state attorneys general and regulatory authorities. Before entering private practice, Faulders served as senior assistant attorney general for the Commonwealth of Virginia, where she developed strong relationships with regulators across the country.
Stephen Cobb – Partner, Washington, D.C.
Cobb has extensive experience in both public service and private practice to guide consumer-facing businesses through complex investigations, litigation, and regulatory matters. He represents clients in cases involving state attorneys general and federal agencies, focusing on consumer protection, data privacy, antitrust, and environmental enforcement. Cobb’s background includes serving as deputy attorney general for Virginia, where he led the Government Operations and Transactions division and advised over 150 state departments. He also served as an appointee of the Obama Administration as senior adviser to the U.S. Department of Commerce and as general counsel to the Democratic Party of Virginia.
Meghan Stoppel – Of Counsel, Denver
Stoppel advises clients through multistate attorneys general investigations and regulatory compliance across key industries, including financial services, health care, hospitality, pharmaceuticals, and telecommunications. She previously served as chief of the Consumer Protection Division in the Nebraska Attorney General’s Office, where she led investigations on deceptive trade practices, data privacy, and antitrust matters. Stoppel also spent nearly a decade in the Kansas Attorney General’s Office, working closely with federal agencies like the FTC and DOJ. She has litigated cases in both state and federal courts and directed investigations related to laws such as the TCPA, HIPAA, and FDCPA.
