Murray noted the Conflict Minerals Rule has the potential to set precedent for advancing social or political agendas through rulemaking and was quoted saying, “You have a possibility that the Supreme Court could weigh in again on some of these commercial speech issues. It is not a concern about misleading anyone [as past restrictions on commercial speech have focused on], it is more a concern about trying to stigmatize companies and advance policy goals through the concept of disclosure.”
