Barry Mandel Brings Extensive Securities and Litigation Experience.
Foley announced today that Barry Mandel has joined the firm as a partner in the New York office, working with the Securities Enforcement & Litigation Practice and White Collar Defense Practice.
Mandel most recently served as co-head of Global Litigation, Employment and Regulatory Affairs for Merrill Lynch & Co., Inc., where he managed a department with more than 50 attorneys. In this role, Mandel oversaw Merrill Lynch’s worldwide litigation matters and also evaluated litigation risk for the company’s business units. He also held a variety of other legal management roles at Merrill Lynch during his 17-year tenure at the company.
Prior to joining Merrill Lynch, Mandel was a litigator with Baer Marks & Upham LLP where he practiced for 15 years and also served on the firm’s management committee. Mandel began his career as an attorney with the U.S. Securities and Exchange Commission (SEC) and also served as branch chief in its Division of Enforcement, New York Regional Office, where he handled various matters that went to the U.S. Supreme Court and U.S. Court of Appeals for the Second Circuit.
“Barry’s arrival is the latest step in the continued growth and diversification of our New York office,” said Ralf Böer, Foley’s chairman and CEO. “His addition also continues our strategy of expanding and strengthening practices in which the firm already has a strong national reputation. We are pleased to welcome Barry to Foley and look forward to his contributions as we continue to grow our presence in New York, as well as nationally.”
Mandel joins the firm following the recent addition of energy and infrastructure attorneys Howard Margulis and Ellen Wolchek, who also reside in the New York office.
“Barry’s experiences with Merrill Lynch, the SEC, and as a trial attorney in private practice bring a unique litigation background to Foley,” said Peter Wang, managing partner of Foley’s New York office. “His leadership and management skills will also be extremely valuable as we plan to continue further expanding our New York office in the coming months.”
“With nearly four decades of experience, Barry is one of the most recognized and respected attorneys in the securities and broker-dealer community,” explained Samuel J. Winer, a partner in Foley’s Securities Enforcement & Litigation Practice in Washington, D.C. whose practice is primarily before the SEC Division of Enforcement and FINRA and includes representation of broker-dealers. “He is also one of only a handful of attorneys in the country with such deep and extensive experience in addressing and resolving securities enforcement, litigation and broker-dealer commodity exchange matters – experience which is invaluable to our clients, particularly during this period of economic uncertainty.”
Recognized by Chambers USA as a leader in securities regulatory enforcement and investigations, Foley’s Litigation practice is one of the largest in the country, including nearly 400 attorneys nationwide with extensive experience in all aspects of complex litigation, arbitration, mediation and alternative dispute resolution. Members of the firm’s Securities Enforcement & Litigation Practice have many years of experience as government attorneys who investigated and prosecuted a broad range of securities activities.
“Barry’s addition to our Securities Litigation team greatly enhances Foley’s ability to offer a complete spectrum of securities litigation services to our clients — from private securities litigation to SEC and regulatory enforcement matters to white collar criminal investigations,” added Michael Tuteur, chair of the firm’s Litigation Department.
