Chloe Talbert focuses her practice on complex technology transactions and data issues, advising clients on outsourcing technology services; technology procurement initiatives; strategic technology, data sharing, and licensing transactions; and corporate transactions involving technology companies and assets. She leverages her experience on both customer-side and vendor-side transactions to provide clients comprehensive counsel on developing, implementing, and ultimately maintaining core technology strategies and initiatives tailored to address their unique challenges and support their business objectives.

Chloe has particular knowledge and experience:

  • On the customer side: in guiding clients through large-scale technology procurements, from sourcing strategy and RFP development all the way through vendor selection, negotiation, and implementation; supporting ongoing management of their vendor relationships, including for IT and related services outsourcing and mission-critical technology partnerships; and advising on data matters, including helping clients navigate through strategic data sharing initiatives and regulatory challenges.
  • On the vendor side: in helping clients to build foundational contracting practices, including form agreements and negotiation playbooks, or to refresh existing contracting practices, maximize efficiency, and keep up with industry standards, best practices, and customer expectations; negotiating technology transactions with clients’ own technology vendors to secure deals and relationships that support their business and offer stability, security, and scalability they can confidently pass on to their customers; and guiding clients through development, research, licensing, and other technology transactions to support their innovation initiatives and help them capitalize on opportunities for strategic collaboration.

Chloe works with clients and technologies across a wide range of industries, but she has a particular depth of knowledge and practical experience in advising on data and technology matters in the health care space.

Chloe began her career with Foley as a summer associate in 2018 and she is currently an associate in the firm’s Technology Transactions, Cybersecurity, and Privacy Practice. Before joining Foley, Chloe was a judicial extern for the Honorable Judge Benjamin H. Settle in the U.S. District Court for the Western District of Washington.
