The Massachusetts Renewable Portfolio Standard (RPS) Solar Carve-Out Program is a market-based incentive program with a goal to develop 400 MW of solar photovoltaic (PV) energy across the state as quickly as possible. Combined with the extension of the Section 1603 cash grant program, the RPS Solar Carve-Out Program provides attractive incentives for solar project developers and investors. Moreover, the unique features of Massachusetts’ program provide a greater degree of price certainty regarding the green attributes, including the Solar Renewable Energy Certificates (SRECs) of solar projects.
