Dennis Cardoza and Jennifer Walsh Named to The Hill’s Top Lobbyists List for Second Year
Foley & Lardner LLP Directors of Public Affairs Dennis Cardoza and Jennifer Walsh are named leading ‘hired guns’ for the second year in a row on The Hill’s 2023 Top Lobbyists list.
This list honors the corporate lobbyists, hired guns, association leaders, and grassroots activists who leveraged their expertise and connections to make a difference in the nation’s capital this year. These lobbyists, selected from over 12,500 names, played a key role in shaping legislation, unlocking funding authorized by signed laws, and making sure their clients’ needs were heard and met. Cardoza and Walsh worked tirelessly for clients this year on issues ranging from bipartisan infrastructure law implementation to appropriations requests to health care access.
Cardoza is co-chair of the Federal Public Affairs Practice Group and chair of the California Public Affairs Practice at Foley. He advises a broad range of clients on legislative, regulatory, and public policy and advocacy matters, and has extensive policy experience with respect to water resource, banking, housing, infrastructure, energy, agriculture, education, foreign affairs, and health care issues.
Walsh is a member of Foley’s Government & Public Policy Practice Group and has extensive experience in government affairs, including a lengthy career as a senior staffer in the U.S. Congress and the California Legislature, and as a vice president for Federal Government Affairs at a top 20 Fortune 500 health care company. Jennifer has effectively advanced key issues before the United States Senate, House of Representatives and the Administration.
