Foley & Lardner LLP public affairs directors Dennis Cardoza, Jennifer Walsh, and Katie Schoettler are recognized on the Top Lobbyists 2024 list by The Hill.

Cardoza, a former five-term member of the U.S. House of Representatives, serves as co-chair of Foley’s Federal Public Affairs Practice and chair of the firm’s California Public Affairs Practice. Wielding extensive policy experience with respect to water resource, banking, housing, infrastructure, energy, agriculture, education, foreign affairs, and health care issues, Cardoza advises a broad range of clients on legislative, regulatory, and public policy and advocacy matters.

Walsh, a member of Foley’s Government & Public Policy Practice, offers clients significant government affairs experience. As a former vice president for federal government affairs at a leading multinational health care company and senior staffer in the U.S. House and California legislature, Walsh effectively advances client goals before Congress and the federal administration.

Schoettler counts wide experience in political strategy, the legislative process and policy, crisis management, and strategic communications. As a member of the firm’s Government & Public Policy Practice, she leverages her understanding of the political environment developed through years on Capitol Hill and in local government.
