Siran achieves the best possible outcomes for her clients in business-critical negotiations with state attorneys general and other regulatory authorities. Clients who are the target of a state attorneys general investigation turn to her for clear-headed analysis of the issues, insightful strategy, and successful resolution in highly complex and challenging situations. An experienced negotiator, Siran is adept at finding a path that will bring the investigation to an end while minimizing business impact.

Much of Siran’s work has focused on multi-state investigations, and she has forged successful resolutions in a broad variety of industries, including consumer protection and privacy matters, cannabis, pharmaceuticals, consumer financial credit, debt buying and servicing, technology, cybersecurity, retail, manufacturing, and nonprofits and charitable organizations, among others.

Given the interest of attorneys general in consumer protection and privacy matters, Siran has developed a command for state regulatory regimes surrounding these issues across the country. She has advised on investigations into several of the largest data breaches in recent U.S. history, involving vast amounts of data while managing detailed and sensitive negotiations to reach settlement.

Siran previously served as section chief and senior assistant attorney general for the Commonwealth of Virginia. She continues to leverage the relationships and experience gained in public service to inform her representation of clients and advance their policy and legal positions with attorney general offices across the country.

Widely recognized for her abilities in handling state attorneys general investigations, Siran is a frequent speaker on the topic and is a contributing author to the recent American Bar Association publication, Consumer Protection: Understanding Enforcement Actions Brought by State Attorneys General.

Before Foley, Siran was a partner in the Washington, D.C. office of an international law firm, where she advised clients on a wide variety of state and federal regulatory matters with a particular emphasis on state consumer protection laws, including matters involving consumer financial services, data security, advertising, and marketing.

Community Involvement

Siran counts securing a writ of innocence for a wrongly convicted individual among her most meaningful accomplishments. She has also been an active advocate for children with disabilities and has represented parents and their children in special education matters in state and federal court.
