Thomas (Tom) K. Maurer is a retired partner and environmental business lawyer with Foley & Lardner LLP and a former chair of the Environmental Regulation Practice. For over 30 years, Tom represented clients in environmental and regulatory matters, including air pollution, hazardous waste management, underground storage tank, groundwater contamination and the siting of controversial projects. His practice included real estate transactions; environmental contamination issues; all types of environmental permitting and other government regulatory approvals, including air, water, waste management, chemicals/fertilizers, wetlands and endangered species; compliance and enforcement matters including audits, penalty negotiations and multiparty settlement; indoor air quality matters; OSHA issues; and military base closures. Tom focused on making complex environmental issues understandable and manageable. His clients included manufacturers, aerospace, home builders, pipelines, local governments, and lenders. He has been the lead attorney for the siting and permitting/compliance of medical waste incinerators, hazardous waste incinerators, landfills and other major projects.

In the 1980’s, before joining Foley, Tom was deputy general counsel for the Florida Department of Environmental Regulation, where he represented the state in all aspects of environmental law. Tom has extensive experience in rulemaking, statutory revision, administrative hearings, state and federal court proceedings, permitting, enforcement and regulatory interpretation.

Tom has been Peer Review Rated as AV® Preeminent™, the highest performance rating in Martindale-Hubbell’s peer review rating system. In both 2005 and 2006, Tom was recognized as one of Florida’s Legal Elite™ by Florida Trend magazine and as “Best of the Bar” by the Orlando Business Journal. He is listed in Chambers USA: America’s Leading Business Lawyers (2012 – 2013) and has also been selected as one of the The Best Lawyers in America© since 2006. Tom has also been selected for inclusion in the Florida Super Lawyers® lists (2007 – 2009).
