Justin L. Roettger
Senior Counsel
Justin Roettger focuses his practice on technology transactions and outsourcing. He has extensive experience counseling both customers and vendors on a broad range of technology and outsourcing matters, including on business-oriented issues such as pricing, statements of work, and service levels. Justin advises public entities, multinational corporations, nonprofits, startups, and other clients on all types of technology and outsourcing agreements, including software license agreements, software development agreements, software as a service (SaaS) agreements, technology outsourcing agreements (e.g., managed IT services), and non-technology outsourcing agreements (e.g., facilities management). His broad technology background gives him a practical understanding of many of the business issues his clients face.
Justin frequently guides clients through the entire contract life cycle, including pre-negotiation activities such as RFP strategy and development, proposal evaluation, and vendor selection; contract negotiation and agreement; and ongoing vendor management, including enforcing negotiated agreements and making contract changes. His breadth of experience enables him to provide clients with practical and business-minded solutions to achieve their short- and long-term contracting objectives.
Before joining Foley, Justin was a software developer. As a registered patent attorney, he also has experience assisting with patent and trademark application matters before the U.S. Patent and Trademark Office and other foreign intellectual property authorities.
Representative Experience
- Representing the County of Los Angeles since 2016 in the ongoing management of its US$785m electronic health records system and services agreement with Oracle Health.
